Hartsfield Manor has submitted a planning application that can be viewed on Mole Valley District Council’s planning portal by searching for reference MO/2026/01018 or by clicking here.
You are strongly encouraged to review the planning application and to take the opportunity to express your views to Mole Valley District Council (MVDC). As it is currently taking a while for representations to be uploaded to the MVDC website please consider providing a copy to your parish council (i.e. Buckland Parish Council). The public consultation period is currently scheduled to end on Tuesday 1st September 2026.
Buckland Parish Council (“Council”) submitted an initial response to MVDC on Sunday 9th August 2026 that focuses on the Construction Logistics Plan (CLP). In this initial response, Council asks that the submitted CLP is not approved in its present form and that any subsequent detailed CLP is required to route construction traffic via Betchworth roundabout, Station Road, Old Reigate Road and Old Road. Council asks MVDC to require the CLP to incorporate an agreed vehicle booking and management system, restrictions to prevent opposing HGV movements on constrained sections of Old Road, appropriate marshal/banksman arrangements and require pre- and post-construction condition surveys of the highway and adjoining verges and banks and set out reinstatement commitments. A copy of Council’s response which includes a two page report that sets out the concerns Council has previously expressed to the Hartsfield Manor project team is available to download.
Council is now taking time to consider all the other documents published on the MVDC website and also the conditions attached to the planning appeal decision that governs the current operation. Any further submissions to MVDC will also be made available to download from this post.
Response set out in the Statement of Community Engagement (SCI) re access proposed to the new facilities for local residents
The SCI states that “Many residents sought clarification on the proposed leisure amenities, particularly the new spa and swimming pool.
They asked whether local residents might have access to the facilities, including the possibility of limited memberships, and whether any
discounted or preferential rates would be offered to the local community”.
The SCI sets out the following response : The facilities and intended, first and foremost to support hotel guests. However, as is the case with many comparable hotel destinations, opportunities for local access such as spa days or a limited membership offer, are being considered. At this stage, the focus is on progressing the planning processand establishing the overall vision for Hartsfield Manor as a high-quality hotel, spa and events venue. Detailed commercial arrangements, including pricing, local access and membership structures, have not yet been finalised. That said, there may be opportunities in the future to explore appropriate offers for local residents, such as occasional access, special events, limited memberships or spa day options once the hotel is operational. Any such arrangements would need to be carefully considered to ensure they align with the character of the venue, operational requirements and planning considerations, while maintaining the calm and welcoming environment that guests and neighbours would expect.
So….to repeat the assertion made above, you are strongly encouraged to review the planning application and to take the opportunity to express your views to Mole Valley District Council (MVDC). MVDC is inviting your views, positive or negative, on any aspect of the application. Please explain any concerns and consider suggesting conditions you would like to see attached to a permission granted. These suggestions could be to address a concern or to secure what you hope will be a benefit for local residents and remember to include any mitigating action you would like MVDC to require of the applicant to address concerns you may have relating to the lengthy construction period. Please do not think that the parish council response will suffice on its own; the parish council responds with respect to our community as a whole; be assured that every individual response will contribute to the outcome.
