Earlier this year Hartsfield Manor submitted a planning application that can be viewed on Mole Valley District Council’s planning portal by searching for reference MO/2026/01018 or by clicking here.
On Wednesday 7th October your parish council received an update from the MVDC Case Officer. The initial consultation has led to the applicant being informed a full Landscape and Visual Impact Assessment (LVIA) needs to be undertaken and that the SCC Environmental Lead has advised an Environmental Impact Assessment (EIA) Screening Opinion is required. The applicant has confirmed to MVDC that the relevant work has been commissioned and MVDC has advised the application is currently on hold pending receipt of the required information.

If you emailed a representation to MVDC in response to the initial consultation you should, by now, have received an email from MVDC to advise you of the consultation, in respect of the above information only undertaken during October 2026. If you posted or delivered your representation MVDC has posted a notification letter to you.
If you have queried the extent of the red line boundary, your parish council has been advised that whilst the red line will not be changing, the applicant has confirmed they own additional adjoining land and are currently commissioning an updated plan showing the relevant land within a blue line boundary, which will be submitted in due course.
During the initial consultation Buckland Parish Council submitted two representations, the first, dated 9th August 2026 focused on the Draft Construction Logistics Plan and a follow up submission dated 27th August 2026 covered other key aspects of the application. A response to this second limited consultation was submitted on 22nd October 2026.
You are encouraged to review the newly submitted information and to take the opportunity to express your views, positive or negative, on any aspect of this recently submitted new information. Whilst the closing date for representations for this limited consultation was set to Thursday 22nd October 2026, MVDC advises all comments submitted during the time the application is being assessed will still be taken into account.
