Speed Limit Reduction from 40mph to 30mph proposed for B2032 north of Betchworth roundabout
SCC Highways Proposal
Surrey County Council (SCC) is proposing to reduce the speed limit on B2032 Pebble Hill Road and Station Road, Betchworth from 40mph to 30mph between north of Rights of Way Route 476 and north of the A25 Reigate Road roundabout.
Alongside the proposed speed limit reduction, SCC is proposing to enhance and improve all road signs along the route to better highlight hazards. The proposals are intended to improve road safety and to reduce collisions and vehicle speeds along the stretch, particularly on the double bends in the mid-section of Pebble Hill Road.
There are various serious and slight recorded collisions throughout the scheme extents on the approaches to and from the bends, including vehicle overturn conflicts. There are also frequent ‘damage only’ collisions along this stetch, which are regularly reported to SCC Highways via residents and the County Councillor.
Pedestrian crossing activities are also known to occur throughout B2032 Pebble Hill Road, near the Rights of Way Route 476, which is a popular walking route for residents and visitors. The safety of pedestrians (including children and those that are visually or mobility impaired) will be improved by installing an uncontrolled crossing with dropped kerbs and tactile paving facilities. This will ensure drivers know where pedestrians are likely to be crossing the road. A Vehicle Activated Sign (VAS) and village gateways will also be installed to further highlight the change in environment.
It has been shown that the slower a vehicle is travelling, the less likelihood there is of a serious or fatal injury occurring. It is expected that reducing the speed limit from 40mph to 30mph alongside enhancing the road signs and removing overgrown foliage will help to improve road safety, as well as improving the environment and making it safer to drive, walk and cycle.
The above proposal will be advertised in the local press and on Surrey Says. County and Borough Councillors, Parish Council, stakeholders and Surrey Police will be consulted as part of the process. We welcome comments from local residents to have their say on the proposals.
To learn more visit the consultation via the SCC website before 23rd January 2026.

SCC Highways has kindly provided a copy of slides previously shared with residents who live along the route. The slides, in addition to showing you the extent of the proposed 30mph zone, provide you with a mockup of the enhanced signage proposed for the bends, the location of the uncontrolled crossing and accident statistics. SCC Highways has advised your parish council its plan is to use yellow backed speed limit signs along the length of the route, to install village gateway signage which will incorporate 600mm diameter 30mph speed limit roundels on land immediately to the east of the carriageway at the limit points of the 30mph zone and a vehicle activate sign (VAS) at a position as has yet to be determined.
